Earl was born and raised in Vancouver, Washington, graduating from Washington State University in 1970 with a degree in Business Administration. After nine years in the banking industry Earl joined Biggs Insurance in 1980. After a few years working with personal insurance clients Earl has provided commercial business services to many established commercial businesses and public entities throughout Clark County.
Earl serves on the board of The Children's Center, a local mental health agency. He has held a Certified Insurance Counselor designation since the 1980's.
